You can dissalow robots on your site with the help of meta. If you want to do this simply go to the meta page and type in <meta name="robots" content="noindex" /> into the "extra meta".

If you want to upload a robot txt file, I'm sorry to inform you that it is not possible.

It exists already:
http://www.fishtech.n.nu/robots.txt

But you can't change it. Do as Måns says above.
